This is just a joke in reference to all the other vehicles that are being banned from street like the standard Fiat 500 and Ford Fiesta. A lot of cars have been made ineligible because they get up on two wheels.

Because "it looks cool" and makes the car look extreme. That's why Jeremy Clarkson and the boys drift and stunt the heck out of everything they review. I guess just rounding a track without displaying drama looks boring.
